Project Description

a. REASONING

The project is directed to solve the two main problems of incredible spread of corruption in Ukraine.

Number one – increased liability and accountability of state authorities that fight corruption.

Number two – the necessity to evoke public initiative in fighting corruption, cover causal relationship between corruption and social-and-economic problems, promotion of democratic values and rule of the law, etc.

The problem of responsibility and accountability of state authorities that fight corruption in Ukraine is mediately solved by mass media, public organizations, governmental PR authorities, etc. Nevertheless, the state and public organizations are split and work separately, which does not foster creation of common control and cooperation mechanisms. Besides there is a huge lack of trust on behalf of society and mass media towards information and facts provided by government authorities, including to official reports of law-enforcement structures.

Active fight of corruption faces a serious obstacle represented by lack of knowledge about corruption as a social problem, presenting danger to national security.

Informational picture on corruption is created by descriptive data on separate illegal actions. There are actually no publications disclosing sources of corruption, its negative influence on moral and psychological social environment, positive examples on how corruption of fought against in countries with developed democracy, punishment of corrupt officials.

As the result corruption is conceived on rational level as a negative phenomenon, psychologically – as something everlasting, unbeatable, deeply ingrained, almost as part of Ukrainian mentality. There is lack of information on detailed investigations of corruption, examples of successful anti-corruption activities. It becomes obvious that one of conditions of efficient corruption control is creation of informational environment, providing possibility for all healthy powers of society to communicate and coordinate activities aimed to overcome the massive and dangerous corruption level within state authorities. The offered project shall serve such goal.

b. PROJECT GOAL AND TASKS

Project goal – is, by means of production and distribution (through Internet) of information on corruption-fighting issues, to increase responsibility and accountability of state authorities empowered to fight corruption; involve citizens and public organizations into corruption-fighting activities; promote democratic moral values, rule of the law.

Project shall be fulfilled within three stages, in 12 months:

Stage 1 (3 months). Creation of informational products: articles, interviews, reports, publicistic materials in the following spheres: corruption in central power authorities, corruption in regional and local power authorities, with the following placement in the Internet issue “Public Procecutor Office of Ukraine”.

Stage 2 (3 months). Creation of informational products: articles, interviews, reports, publicistic materials; creation of information database in the Internet issue “Public Procecutor Office of Ukraine”; monitoring investigation of corruption cases; launch of “Legal Advice” column: “Consulting law-enforcement authorities”; creation of journalist network within all regions of Ukraine.

Stage 3 (6 months). Creation of informational products: articles, interviews, reports, publicistic materials; systematization of information database of the “Public Procecutor Office of Ukraine”; enhancement of journalist network within regions of Ukraine; monitoring investigation of corruption cases; support of “Legal Advice” column: “Consulting law-enforcement authorities”; creation of reference database of organizations involved in fight with corruption; provision of consulting services on coordination of corruption-fighting activities; creation of integral database for citizens and legal bodies on corruption-preventive algorithms on behalf of state officials, provision of required information on paid basis.

c. RESOURCES REQUIRED FOR PROJECT EXECUTION

Project realization requires the following resources:

1. Purchase of two computers for provision of working places to all project executors and improvement of technical performance of required informational products.

2. Purchase of information packages – data from state press services, commercial information agencies, reference sources, relating to the projects.

3. Coverage of expenses for project-relating business trips and travels to regions of Ukraine for journalists and concerned persons.

4. Partial coverage of expenses for office maintenance, communication and communal services.

5. Provision of remunerations to persons executing tasks on project-relating subjects.

d. PROJECT RESULTS AND PERSPECTIVES:

Project realization enables achievement of practical results in fight with corruption both in short-term and long-term perspective. In short-term – it is informational monitoring of corruption instances, attraction on public attention, inducing authorities to undertake efficient measures in order to eliminate reasons and results of corruption. Project realization shall allow public control of judicial authorities, government bodies dealing with corruption fight, and, respectively, shall become the stable media for public accountability. Beside this, the specialized Internet resource “Public Procecutor Office of Ukraine”, along with informational-and-reference functions, shall fulfill coordinating and consulting tasks, fostering consolidartion of public powers fighting corruption in Ukraine.

In long-term perspective project realization shall allow creation of a generally accessible, constantly acting informative and analytical Internet resource providing various information on corruption fight, in particular:

· Description of actual corruption cases and, most important, punishment of the guilty.

· Journalist investigations of corruption cases;

· Enhanced transparency of regional authorities due to national revelation of corruption cases, covered in regional press and known to correspondents;

· Publication, analysis and systematization of experience in the sphere of fighting corruption on various authority levels;

· Publication of recommendations on corruption control for public organizations and government bodies of various levels and spheres of activities;

· Extending publication lives in order to attract public attention to them (interactive access databases);

· Assistance in information (experience) exchange between journalists, mass media, public organizations, state authorities fulfilling their activities in the sphere of fight with corruption;

· Provision of information resource to public organizations and state authorities fighting corruption;

· Introduction of “Legal Advice” column: “Consulting law-enforcement authorities” for citizens and concerned persons;

· Public opinion polls. Express polls on “hot” corruption issues;

· Contact information of authorities dealing with corruption on various levels and in various spheres;

· Publicistic materials with moral and ethical evaluation of corrupt behaviour;

· Calculation and publication of various ratings of corruption levels (level of corruption in various regions of Ukraine, various state authorities)

Implementation of Internet capacities shall enable the resource to become a generally accessible and permanently active, making the number of persons that can use the information – unrestricted.
