XXXII. Motion to Table a Topic






Delegates can motion to table a topic and return to it later. By motioning to table a topic delegates put the current issue/topic on hold and move onto another topic and may or may not come back to it later. This form of motioning is generally used in a crisis where delegates are asked to deal with a crisi which has arisen and must be addressed immediately.

XXXIII. Motion to Reintroduce a Topic

This motion to reintroduce a topic follows on from XXXII whereby delegates ask the previously debated topic to be reintroduce – this would usually follow after the immediate crisis has been dealt with.

XXXIV. Motion to Introduce a Resolution

After all the requirements of a working paper has been fulfilled the main submitter of a resolution motions to have that resolution submitted for debate.

XXXV. Motion to Adjourn the Meeting

If the debate of the resolution has been exhausted or due to time restraints, delegates can motion to have the meetin adjourned to another time.

 

Section 8 – Amendments

XXXVI. Editorial or Friendly Amendments

Editorial amendments do not alter the overall meaning, effect or substance of the draft resolution. These amendments tend to be grammatical in nature and are passed automatically if there are no objections from other delegates.

XXXVII. Unfriendly Amendments

An unfriendly amendment is an amendment which alters the meaning, intent, effect or overall substance of the draft resolution. The submitter of the draft resolution may present and speak for the amendment, The Chair will then allot time to debate the amendment. Once time for debating the amendment has elapsed, a voting procedure on the amendment will take place – for an amendment to pass there must be a two-thirds majority. Delegates are also allowed to submit an amendment to the amendment – the same procedure follows as outlined above.

 

Section 9 – Procedures and Motions for Voting on Resolutions

XXXVIII. Voting Procedure

Final resolutions must be passed by a simple majority of votes from delegates. The Chair will first ask delegates wishing to vote to raise their placards and then all delegates who wish to vote against the resolution to raise their placards, and finally all delegates wishing to abstain from voting to raise their placards. All voting positions are then counted and the outcome announced, if for any reason a delegate believes there has been an error in the counting of votes, they can motion for a roll call.
