2.4.3. Any jobs in enclosed spaces to be done by at least 3 persons: First – Officer in charge; Second – job carrying out Officer back up; Third – Officer is carrying out the job. Person is working inside the enclosed spaces should have personal portable gas analyzer for continuous monitoring the O2 and CH concentration during the job.

2.5. What is your action if you choose CO2 system? Using of CO2 system can be ordered only from Master. Procedure for using CO2 system:

If fire in engine room cannot be fight by portable fire fighting equipments (foam – powder – CO2 extinguishers, FW hyper mist system, sea water fire line), that should be reported by Chief Engineer to the Master and Master should take a decision for CO2 system activation. In that case double announcement to be done by the Master through a public addressers regarding CO2 system activation. Chief engineer have to stop all machineries by push the button near CO2 system control panel, alarm will be appeared for engine room personal leaving. Later on he gives a command to isolate the engine room. Master and Chief Engineer have to make sure that all crew are on the muster station. Thereafter by the Master command Chief Engineer can open CO2 system control panel door and activate CO2 system.

 

International regulations and rules.

3.1. What is it STCW, SOLAS, MARPOL and what it are describes?

STCW 78 (International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978), lays down training, certification and qualification requirements for seafarers, including working and rest hours requirements.

3.1.2. SOLAS 74 (International Convention for the Safety of Life at Sea, 1974), lays down minimum standards for the safe construction of ships and for the basic safety equipment (e.g. fire prevention, navigation, life saving & radio), operational instructions, emergency procedures. SOLAS also describes the crew responsibilities during emergency situation, organization and procedures in case of emergency: fire fighting, oil spill, abandon the ship, medical first aid.

3.1.3. MARPOL 73/78 (International Convention for the Prevention of Pollution from Ships) lays down equipment, procedures and requirements for pollution prevention from the ships. It contains six Annexes of prevention of pollution by:

- Annex I – Oil;

- Annex II – Noxious liquid substances;

- Annex III – Harmful substances are carried in packaged forms;

- Annex IV – Sewage;

- Annex V – Garbage;

- Annex VI – NOX, SOX, CO2 (note: NOX can be increased due to not qualified combustion process in the engines and boilers; SOX can be increased due to high sulphur content in the FO is used for engines and boilers; CO2 can be increased due to insufficient Energy Efficiency of machineries)

3.2. What required for the Oily water separator? The Oily Water Separator is required for filtering the bilge water during its discharging from Bilge Holding tank to the sea.

3.3. At which oil content (ppm level) the alarm will be activated for the Oily Water Separator? At the oil content 15 ppm an Oily Water Separator alarm and stop device will be activated or recirculating three way valve will be opened for recirculation from Bilge Holding tank to Bilge Holding tank.

3.4. What required for the Incinerator? The Incinerator is required for burning the sludge, which is generated from HFO, DO & LO purifiers.

3.5. Can we burn the plastic on the vessel? No, we can’t to burn the plastic in incinerator. That can be disposed to the shore only.
