As is shown on the graph the majority of Kazakhstani orphans move to USA, Spain, belgium, Germany, Ireland, and France. In her report she interviewed the Minister of Education, Zhanseyt Tuymebayev, and Anara, ex-employee of adoption sphere. Zhanseyt Tuymebayev noted that for the last decade the level of domestic adoption increased, whereas the international level reduced. In 2009, 3044 children were adopted by citizens of Kazakhstan; only 669 were adopted by foreigners (“Central Asia”, #5 (18) 2010). In our country the majority of adopters are people with not high incomes, but among foreigners 90% have relatively high income. For instance: during 200-2006 Kazakhstani children were adopted by 800 heads of major foreign companies’ families, 18 prominent politicians, congressmen, senators, more than one thousand five hundred lawyers and judges, as well as 27 artists and athletes. “Among them- a U.S. Senator, Chairman of the Chamber of Commerce Crowley, a personal advisor to Bill Clinton Dempsey, a Spanish film star Maria Martinez, NHL player, Heidi, spanish opera singer Jesus Rossado, ”- said Mr. Tuymebayev.

Besides, Yuliya Semykina interviewed an ex-worker of international adoption agency. The interviewee did not want to tell her full name, because of this she was introduced as Anara. Anara (ex-employee of adopting sphere) mentioned the reason foreigners choose Kazakhstan is dealing with documents in a short time (2 weeks), they like the way of caring of children in orphanages, that children and parents are able to adapt to each other in their own country, in case when the adaption of child is very hard, they can return him back to Kazakhstan. Consequently, she explained that domestic adoption is not so developed as inter country. During domestic adoption, adopters pay too much attention to everything, but not to child. Primarily, they think about themselves. In contrast, foreign parents differ from local. They are so concerned that they cannot have children, thus, do not pay attention to the highest deviations and diseases. Further, it is written about orphans and their life after adopting process.

In press conference with heads of government who deal with cross- country adoption, which was taken on June 14, 2010 were discussed such problems as orphans today and their life after being adopted to another country. Practically all parents promise to bring up a child in the best conditions for them. However, the reality and facts are differing from each other. As Rashid Tursubekov, The General Public Prosecutor of Republic of Kazakhstan, expressed the opinion that orphans must get high service, take governmental support, living conditions, get education. In reality, they get only the half of these. Today, there 93.000 orphans, and only 47.000 have necessary conditions for living, which are obligated by government. According to Anatoliy Kravchneko, assitant of the General Public Prosecutor, in such situation our government cannot allow any kind of adoption. the reason for this is that it contributes to collapse in government’s duties to its orphans. Before permitting international adoption, government should establish the constant rules which will provide orphans with better conditions.

This part of the report has shown that the problem of cross- cultural adoption exists in Kazakhstan. It is not yet known - is it good or bad for orphans and government. But according to the articles the importance of this issue cannot be denied and further research is required. Kazakhstani government has to work hard on this topic in order to create a better future for orphans of Kazakhstan.

The next of the research paper is description of results. Interviews were conducted during 1-10 of October. Interviewees answered to questionnaires and some of them answered to personal interviews.
